I think this is what it refers to, rather then the development of the women's game in general. From what I can see the idea is to get more women involved in coaching, running clubs and administration. I just can't think of anything snappier right now.

: If this is not affirmative action, what is? Feminisation really means terminating the identification of football with men. How can you do that without reallocating resources? Did you notice the adjective "volontariste"? Do you think it is a neutral word?
