A ツバ refers to the brim on a hat, so in technical terms, this would mean a flange or flat protrusion of some sort.

I forgot to mention that if you Google "finned disks" you will get several references to them.
As Tory states, つば is a brim. A fin is also "a helpful projection" that is used in a variety of contexts: with automobiles, door & window slats, swimming gear, ship (stabilizer), fish, etc.
