業務手当 is normally ~~業務手当 (特定業務手当、何とか技術業務手当、etc.) so there's no real term just for 業務手当 on its own. The relatively low number of hits "job-related allowance" gets reflects the ambiguous nature of the concept, but at least it gets some hits, unlike the other respondents' suggestions (which are all on the money as far as the meaning goes, though).
