The definition of 業務手当differs with each company.
Some even say that the allowance is no more than one
of the sundry allowances.

In a strict sense, however, the term is construed as
“allowances paid according to employees’ work
contents (or work types),” making a clear distinction with
allowances for titles (役職手当、身分手当), dependent
allowances(家族手当), etc.

Among popular業務手当 are “outside sales allowance
営業外勤手当,” “night-work allowance(夜間勤務
手当),” “dangerous work allowance(危険業務手当),”
etc.

Job-related allowance

業務手当 is normally ~~業務手当 (特定業務手当、何とか技術業務手当、etc.) so there's no real term just for 業務手当 on its own. The relatively low number of hits "job-related allowance" gets reflects the ambiguous nature of the concept, but at least it gets some hits, unlike the other respondents' suggestions (which are all on the money as far as the meaning goes, though).

"Job-related allowance" is probably the best bet (i.e., most 無難な option) for your context, which probably does not elaborate on the 業務 involved.

On the other hand, if you do have info on what kind of 業務 is involved, we can probably provide you with a better answer.
