直訳なら「Safety Control Special Office」ですが、「Special Security Office」のほうが読みやすいと思います。ただし、日系企業では「Safety Control」と言う場合があるので、その会社によりけりです。曖昧ですみません。

２年前、ＩＳＯＷＡでは労働災害が重なり、昨年は 不名誉なことながら、安全管理特別事業所の指定を 受けました。

安衛法78 条に安全衛生改善計画についての条項があり、“都道府県労働基準局長は、事業場の施設その他の事項について、労働災害の防止を図るため総合的な改善措置を講ずる必要があると認めるときは、労働省令で定めるところにより、事業者に対し、当該事業場の安全又は衛生に関する改善計画を作成すべきことを指示することができる。”とあり、指示された事業場のことを、「安全管理特別指導事業場（安特）」、「衛生管理特別指導事業場（衛特）」と言う。「安特」は、主に労働災害を中心としたもので、労働衛生管理に関しては「衛特」になる。
