Appears as: "統括管理体制," "統括管理されている" and "統括的に管理する," so it looks like I need a VERB for kanri but maybe an adjective for to-katsu. Yoroshiku onegaishimasu!

In the alternate uses you can also use "managed centrally", or "overall management", etc., whatever seems to fit best. I don't think you need to worry too much about using the same word pair for all combinations.

consolidated management
Since it is 統括, I would prefer translating it as "consolidated" rather than "general" or "overall". 総括 would indicate "general".

If you want to use 管理 as a verb, may be you can say "to manage in a consolidated way", or "to manage consolidatedly".
