It's kind of ambiguous, but I think this is the intended meaning. "Four groups x 12 persons" isn't very clear in English.
Another way to put it in English is "four teams of 12 people each."

: Yes Marc. You know, I could have sworn that I saw a page on Bill Lise's website where he talks about letting native speakers of English handle 和英 work. Seems like a pretty foreign concept around here though. :-)

IN general that's true, but I've met a lot of non-natives who write perfect English for the purpose. I'd take Bill Lise's comments with a grain of salt. ;-)
