度々すみません。
Perhaps "comforter cover" or "quilt cover" would be the most universally understood.

agree Leona Middleton Konkel (X) : while quilt conjures an image of a large piece of fabric that will not come apart, a comforter (duvet) is something encased in a cover. I've never heard quilt cover before, but would be comfortable with comforter cover (US) or duvet cover.
