Japanese to English Tech/Engineering Social Science, Sociology, Ethics, etc.
日常の買い物が困難な状況に置かれている人のことを「買い物弱者」といい、約600万人いると推計されている.

Quick google search revealed that 買い物弱者 (kaimono jakusha) means the people who find it difficult to go to supermarkets to buy food or commodities. Most of them are elderly people and cannot ride on bike or drive a car. However, I could not find any 定訳 for 買い物弱者.

Has anyone encountered this term earlier? Any suggestions on how to render this in English without sounding awkward?

1. What are “shopping refugees”?

Shopping refugees are those people who are forced to do shopping at large supermarkets that are far to go on foot instead of local shopping areas which are only a few minutes walk. Most shopping refugees are elders living alone (i.e. not with their children) in not scarcely-populated regions but in comparatively large cities of local region.
