u smislu da se odriču dodeljenih sredstava da bi dobili pun iznos naveden u novoj specifikaciji, a ne samo razliku između dobijenog i potrebnog iznosa.

: your explanation is wrong + you can "waive a claim" to some indisputable rights (like receiving compensation for suffered damages) - but there are no "automatic rights" to win a bid for funding (a competition, kind of), so there is nothing to "waive".
