land usage
Literalmente, sería land, pero en inglés resulta demasiado general, por lo que he añadido usage, que es de lo que se trata.

territorial planning
Sounds horrid doesn't it, and we're all flinching because it smacks of a literal translation. But this is how the Spanish regional government departments de "ordenación de territorio" are translated:
"Office of Housing and Territorial Planning (Consejeria de Vivienda y Ordenacion del Territorio)." http://www.almanzora-au.org/POTA.htm
"Maria Prezioso is professor of economic geography and economic and territorial planning in the School of Economics at “Tor Vergata” University of Rome" http://www.rtpi.org.uk/item/3898
"Contract Signed for Territorial Planning of Overhead Line " http://www.euroinvestor.co.uk/news/story.aspx?id=10688475
"Year Three Courses
Territorial Planning and Development" https://secure.dundee.ac.uk/planning/courses/geog-plan.pdf (NB this is British university course, so no question about the "existence" of the term, even if is in translation in my previous examples!)

: I encounter "land use planning" more often. Territorial planning is more comprehensive.
