This is just a description based on the references I posted.
The essential idea of "rörligt arvode" seems to be that the final fee/payment is based on some specific rate, which in turn may be per hour, day, drawing, etc. (and I imagine per word, line or page in the case of translators)
"rate-based fee" is a pretty normal expression.

Som framgår av § 2.2 punkt c. ABK 96 gäller vid samrådsupphandling att Konsulten vid rörligt arvode skall upprätta en budget för uppdraget. Det innebär att uppdraget skall ersättas med ett rörligt arvode som kan vara bestämt till en viss timersättning eller till ett visst pris per ritning eller motsvarande.

I ABK 96 finns inte ersättningsformen löpande räkning. De former som anges i ABK 96 är rörligt arvode och fast arvode. Likheten mellan rörligt arvode och löpande räkning är ofta stor. Löpande räkning grundas dock mera på verkliga självkostnader medan vid rörligt arvode utgör dag- eller timarvodet ett överenskommet belopp som inte nödvändigtvis är knutet till verklig kostnad.

"Sliding scale fee" appears to mean something else: "Sliding scale fees are variable costs for products, services, or taxes based on one's ability to pay[1]. Such fees are thereby reduced for those who have lower incomes or less money to spare after their personal expenses, regardless of income."

"Variable payment" appears to mean simply that the amount you pay can vary - e.g. from month to month, but it does not appear to suggest the idea that this variable amount would be based on the performance of the person paid (an idea which is implicit in "rörligt arvode").
