Is this another version of "specific and careful" or "attentive and observant"? Either way the sense seems vague. Any suggestions?

This is the sort of thing that is very dependent on context. For example, who are "vi" here? What is the environment in which this conversation takes place?

The "vi" refers to the people giving the information.
