Reinforcement is not "unfavourable"... Actions (loads) are. The sentence is saying that reinforcement (armadura) should be designed to resist the most "unfavourable" action on the structure. These different actions, or loads, are not to be superimposed. Some can be more favorable (or less demanding on the structure) than others. The quantity of reinforcement is given by calculation for the worst case scenario, which obviously makes sense if we want the structure to hold for all possible loads.

Is this part of your translation of another part of the text? Or... what? How is it related (if at all) to 'armadura'?
It would be a lot clearer if you posted a full paragraph from the source text so we can see how 'armadura' is used in its proper native-language context.

I think it means that the reinforcement provided will take into account the most unfavourable possible effect on the segment, and will be designed and placed accordingly. But without more context, I cannot be certain. You need to provide the entire paragraph in Spanish.
