Do you really think so? That's not the way I understand it from the text as you've quoted it; for use with a crane like that, yes.

And the fact they are used with hex head bolts does suggest after all that perhaps they have to be fitted in some way when lifting is required.

You'd normally find lifting latches not on the object to be lifted but on the crane; this may be an example of inappropriate use of the term. Anyway, lifting latches (hook with a safety lever to prevent accidental opening) exist, and are simply 'crochet de levage" in French, the "latch" function being sous-entendu.

The use of the word 'latches' appears on the face of it odd here; the 'lifting' bit is easy, it ought to be 'de levage' (not 'élévateur' as you proposed)

However, why they are described as 'latches' remains a mystery; it could just be that the writer chose the wrong word (is this written by a native English speaker?). But I never like to assume an error in the source text, at least until all other options have been ruled out. It could be that they are called 'latches' because they fold out or open up in some way when needed; and then again, if 'lifting' doesn't mean 'used for lifting', it is possible it might mean 'lift-up', i.e. these 'latches' can in some way be hinged up, in order to deploy them for use.

Normally, heavy equipment is fitted with, e.g., lifting eyes or lugs; I would suggest translating as if one of these had been used, while awaiting an answer from your customer or from your discoveries later in your document.
