Theseus carried the head of the Minotaur on the white sail he promised his father he would ( hoist and )wave on his ship as a sign of victory, and his ship sailed with black sails.

Because a ship needs rows to move.
Perhaps he was sailing and a boat moves at the mercy of of the waves
