Anspruch des Gesetzgebers

Die in Art. xxxx vorgeschlagene Erhöhung der Frist auf 15 Jahre nur in bestimmten Fällen, während weiterhin der Grundsatz der zehnjährigen Verjährungsfrist gilt, ist lediglich eine Minimalumsetzung des durch den EGMR angegriffenen Status und kann nicht Anspruch des Gesetzgebers sein.

Would I be right in translating "Anspruch des Gesetzgebers" as the "requirement of the legislator" here. Or what else could it be?

The proposed extension of the period to 15 years in Art. xxxx only in certain cases, while the principle of the ten-year statute on limitations still applies, is merely a minimal implementation of the status challenged by the ECtHR (European Court of Human Rights / Strasbourg Court) and cannot be its legislative intent.

A translation convention, as canvassed on other T&I lists, is that, unless the (nation-)state is run by a one-person dictator or legislative despot, the legislator in most non-English lingos means the legislature or legislative body.

Here the 10-year time limit cannot be extended to an imposed 15-year 'long-stop' time limit, though the latter is common in tort (civil law) in UK architectural and structural defects scenes.
Example sentence:

If a claimant relies on the extension in section 14A, they should be aware that section 14B of the Act imposes a longstop period of 15 years ..
