that there is a sporting chance that the local market would want the company's product/service at all.

But that is NOT the translator's concern, nor is the poll question of any interest for a translator. It matters ONLY if you're a company trying to expand.

Do you have the ability to serve customers in another market? Then by all means, localize. It shouldn't be your first and only market entry strategy. Also do it right. If you don't have the resources to localize the whole product in a way that corresponds to your customers' quality expectations, don't waste your time. And do your research. Your customers might prefer shopping in English, even though they live in a country where the official language isn't English.
